Flattening turns interactive form fields into ordinary page content. The values stay visible exactly as they look now, but the fields themselves are gone - so nobody can change or clear them afterwards. This is what you want before emailing a completed form.
Form fields are flattened; comment and markup annotations are left intact. To flatten absolutely everything, use Grayscale PDF or Redact PDF, which re-render the pages at the cost of selectable text.
